Place the beef, capsicum, onion, garlic and taco seasoning in a medium bowl. Drizzle with oil and toss to combine.
Heat a barbecue flat plate on medium-high. (Alternatively, heat a large frying pan over medium-high heat.) Add the beef mixture and cook, turning occasionally, for 8 mins or until lightly charred and cooked through. Transfer to a plate.
Cook eggs on the flat plate or in the pan, in 2 batches, for 3 mins or until whites are set and yolks are still runny*.
Wipe the flat plate or pan clean with paper towel. Cook the tortillas for 1 min each side or until lightly charred.
Divide the tortillas among serving plates and top with the beef mixture and eggs. Serve with sour cream, tomato salsa and chilli, if using.
