Place the matcha powder in a small heatproof bowl. Pour over the boiling water and whisk with a fork until the mixture is smooth. Transfer to a blender with the syrup, milk, cream and ice cubes. Blend until smooth. Pour evenly among serving glasses.
To make the strawberry cream, place the strawberry, milk, cream, syrup and ice cubes in a clean blender and blend until smooth.
Add extra ice cubes to the matcha mixture in glasses. Carefully pour the strawberry mixture over the back of a spoon into the glasses. Sprinkle with extra matcha powder and serve immediately.
